While the existentially challenged Conservative party gathers in its conference city for its yearly gathering, it has plenty to consider regarding its path forward. There is uncertainty if a road forward is available. We are in challenging circumstances for a governing group that now has almost nothing, if anything, fresh or distinctive to say to the public.

The Missed Opportunity

Things could have turned out vastly better if real advances had been made on an agenda that is important for people throughout the UK: Equal opportunity. Yet the previous administration hadn’t got the slightest idea on how to convert his zeitgeisty rhetoric on social mobility into actual implementation. Over twenty-four months after the 2019 election, it argued over what the concept even meant.

It seemed strange to me, because I’d already told Johnson what levelling up meant when we initially discussed about it during the contest for party leader. The phrase was a concept I originated and used at the Department for Education to talk about equal opportunity. It served as our core mission, and its meaning is unambiguous: social mobility is the means by which we attain fair chances – without removing opportunity away from those who possess it, but rather by expanding chances to those that lack them.

For the public, it must appear as a repetitive cycle. Same issue, alternative phrasing. But – as yet – no results.

The Way Forward

Whether the government and opposition want to escape the similar destiny, both these parties should take lessons from the previous government’s errors on levelling up; that social mobility rhetoric is simple terminology, but effective implementation of more equal results is much harder.
