Britain's finance chief Faces Her Major Issue: The EU Exit Dilemma

Britain's finance minister has tackled the imminent spending review similar to a unwilling bather creeping into cold water, attempting to mitigate the hardship through gradual entry.

The government spent a twelve months splashing in the early stages of realignment with the EU: plans to remove border inspections on food items; a youth mobility scheme. Ambition went a further on energy, defence and security cooperation, but no significant agreements has so far been agreed.

Without specific instruction and momentum from No 10, discussions are stuck. The European Commission says single-market privileges are accessed with payments to the EU budget. Government representatives know that's the deal. That doesn't make them eager for a open dispute and Nigel Farage howling disloyalty over any cost ends up being agreed.

Financial circumstances has caused some shift in Labour's language on the European question. The chancellor has begun naming leaving Europe alongside the coronavirus crisis as a factor of economic damage that the finance ministry is working hard to address. Other ministers have followed suit, although they carefully assign the responsibility to "poor negotiation terms" or "the way we left", never just "withdrawal".

The challenge of Britain's future relationship with the EU can't be reduced to technical adjustments and border mechanisms when the entire international system is in significant transformation. Considering everything that has occurred since the Brexit vote, it feels appropriate still to be raising the fundamental issue: were the UK's priorities advanced by leaving the European Union?
